IIS administrator tool

Is there a way to use the IIS tool remotely without being in the local
administrators group??

In other words I need to setup my developer to be able to use the MMC
snap-in from his workstation without putting him in the Administrators group
on the server.

What permission does he need to have full access for IIS management ONLY?
