Converting Documents Into Clean Compliant HTML

I find one of the most time consuming tasks is converting various
documents (DOC, PDF, RTF, EXCEL) into clean compliant HTML.
Usually what I do is copy and past the text into notepad, format it as
best I can, and then paste the copy into an old program called
Webber32 (circa 1996). I like it because all you do is highlight the
text and click a key combination and the desired tag surrounds the
text.
The program is pretty good but it's clunky and I was wondering what
you guys use to insert tags. Is there a better program for this kind
of task?
