new apache install thinks it is already running

We have a serve running about 6 apache instances.
I have build a new apache directory tree from source code and when I run
../apachectl start it comes back saying
httpd (pid 17736) already running where process 17736 is the pid of a
completely separate version of apache running from a different directory
structure
there the "logs" directory is empty .
