How do you make a menu using HTML

I'm working for http://celebritygalleries.org and the problem is their site
is a gallery site where they add celebrity galleries and they want their
menu to update all the pages with the new celebrity. But all their code is
in static HTML. So the site is going to get huge, but how do you update so
many HTML pages if they are all static? Should I tell them to convert to
php or something? Thanks for any advice.
