Efficient products to block Skype

Which products can I find in the market to block Skype? has to be in
the perimeter? or has to be in desktop?

It is possible to block Skype at the perimeter by heuristically trying to
crash Skype using some well-known vulnerabilities.

Blocking it at the desktop is trivial, and most OSes already include a
global no-exec policy.

Only some users initially complaining. After about two weeks of strong
ignorance, guided by words like "Well, you're simply not supposed to play
Minesweeper. You're supposed to work here.", a no-exec policy becomes a bless.
