Problem accessing virtual servers frontpage extension admin

We're running W2K3 Standard with IIS 6.0 and Front page extensions
2002.

I can extend the default website and administer/config the FP
extentions fine.

However, whenever we try to extend a virtual site, it adds it ok, but
then when I try to go to the admin page for the site, I get "You are
not authorized". This is after attempting to input the Windows
username and password for the admin account.

I've gone over permissions forward and backwards and can't get this to
work. I would appreciate any help here.

The only thing I'm wondering is if I need to have a domain controller
for this to work properly.
