EventID 36 - W3SVC - No such interface supported

I'm getting the error below on a Windows 2000 SP4 web host.

I've worked through most everything I can find but am still getting
the error on 1 of 4 Virtual sites the machine hosts.
- DTS service is running
- RPC service is running
- I've reset passwords on IWAM & IUSR accounts and resynced them
- I've checked NTFS perms
- I've updated MDAC
