The notification said "
This mailing list has moved to user at commons.apache.org."
Now I posted a mail to user-subscribe@commons.apache.org and seems that
this address is ok.

Yes, Commons recently graduated to a Top Level Project.
Some resources have already moved, while others still
point to the old values within Jakarta. We apologize
