Weird Characters Displaying

We recently moved a website from an IIS 5 to IIS 6 server and are
having a small problem that I can't find a solution for anywhere.
Many of the special characters on webpages are not displaying
correctly. This happens when using both IE and Firefox browsers.
I've tried many different computers and browser versions so I'm fairly
certain that this is an IIS issue instead of a browser issue.

Here are just a few examples of what I am seeing:

copyright © becomes ©
En-Dash or double dash â€=93 becomes –
Opening quote â€=98 becomes â€Ë=9C
Closing quote becomes â€=99 ’
Opening double quote â€=9C becomes â€Å=93
Closing double quote â€=9D becomes â€Â=9D
Degree symbol º becomes º

There has to be some setting that I'm missing that it causing this but
I simply cannot figure it out. Any pointers?

I'm having the same problem w/ IIS and on mysql website. I'm
interested on what is going on too.
