New to IIS

we have a server that serves a web site (extranet). Because of some problems,
we're trying to move the website to another server. Our system admin already
copied everything from the existing server to the new server. When we type
the IP address of the current server, we'll get to the main page of the
website. But it doesn't work on the new server. It gives us HTTP 500 -
internal server error.
One difference that I found between the 2 servers is the current server has
(expired) SSL certificate but the new server doesn't have any SSL certificate
(the SSL box is greyed out). Does this matter?
Also, how do we assign a web address to an IP address? I saw in the Hosts
file in the current server, they put the IP address and the web address.
Currently Hosts file of the new server only shows 127.0.0.1 as localhost.

there is much more then just copying the site over. you have to consider
permissions, ip address cutover, dns record cutover, certificate cutover

Do I still need to consider all those matters if I want to test it as local
page first?
another question: Who should do this project? I meant, what skills do I need
to do this project?
