FTP setup for system admin purposes

I have a web server that on which I have several web developer
accounts that give access to web source directories. That was fairly
easy to set up.

I'd like to also create a means for a domain administrator to access
all files on the server (two partitions - C: and D:) via FTP. How can
this be done? I've tried creating virtual directories pointing at C:\
and D:\, but when I connect I don't see them in my FTP client.

virtual directory by design is not visible in dir listing...
you can physical create the same folder name at the ftp root path to 'make
it' appear.
