Can"t update custom 404

One of my sites has a custom 404 error page and after editing the file the
changes don't appear online.

I double checked the custom error is linking to the right file and have even
tried restarting their site but it still doesn't change. Any ideas?

Here is an article I wrote on custom errors. Your description doesn't
mention if you are using .NET or just normal HTML / ASP pages.
