Slow response to local web content

My dev box (XP SP2) is suddenly experiencing extremely slow response
times to local web content. Simple HTML pages that used to come up
instantly now take 15-20 seconds to display.

Things I've tried:

1) Access remote pages from dev box (FAST)
2) Access dev box from another machine on same network (SLOW)
3) Access simple HTML page from dev box using IP (SLOW)
4) Restarting IIS (didn't help)
5) Rebooting computer (didn't help)

It's very possible that this is a networking issue, but my connection
in general is fast, as proven by test #1. It's not a DNS issue as
proven by test #3.

Can someone point me in the right direction as to what to try next?

I resorted to re-installing IIS, which appears to have fixed the
problem.
