A Question About KB831464

I have Exchange Server 2003 with SP2 installed on Windows Server 2003 with
SP2 box. I am having a problem which is mention in KB 831464. This article
said installed a pre-SP-1 hotfix (831464). Should I install it and then
re-apply both of SPs (Windows Server 2003 & Exchange Server 2003)?
