RC_EXPAND_PARAM in zsh

I was rather suprised by the following:

# zsh --no-rcs
# a="foo bar"
# echo "Z ${=a}"
Z foo bar
# setopt RC_EXPAND_PARAM
# echo "Z ${=a}"
Z foo Z bar

I thought RC_EXPAND_PARAM affected array expansions? I'm
not sure what's going on...

This is with zsh 4.2.1 and 4.2.6.
