I'm trying to set up Remote Web Access between my laptop and desktop, but
following instructions for set up, I can't go more than one step becase
"Internet Information Services" is not available as one of the Windows
Components.

What operating system do you have? IIS is not available in all OSes.

Windows XP Home, while my laptop runs XP Pro.
If IIS isn't available on my desktop, is there another way to access it
remotely?

IIS is not available on Windows XP Home Edition.
Do you mean that you want to access the computer remotely? I don't know
what features are available on Windows XP Home, because i usually works
with server editions and they have Remote Desktop.
There are probably third party products you can install. But I would
recommend you to ask in the Windows XP Home newsgroup what options you have.

Not only can you not setup IIS in XP Home (well, you can with a hack),
but you can't have remote desktop either. You'll have to go with an
open source solution such as VNC, or a pay service such as GoToMyPC.
Or, you could install XP Pro and do what you want to do :)

for a free remote access service you could try Log Me In (https://
secure.logmein.com/home.asp?lang=uk) - a decent service I've used for
some time now with no issues
