Throttle outbound mail

Colleagues,

Is it possible to throttle the number of outbound mails per recipient host?
SingleThreadDelivery is nice, but I need more restrictive policy, e.g.
"not more than 10 outbound messages per minute to a single host".

Yes, I'm also interested in any way to support the
feature Victor asks about.

milter-limit could be a way to do this.
