is print_rh() and microtime_float() in some package?

would the function print_rh() that wraps the print_r() output to

for webpage, as well as a microtime_float() be available in
a package some where?

i just wonder if microtime is needed, why supply it as two parts
rather than just a float.

microtime can return float as of php5.

print_rh? I don't think this should be in the core lib.
