It's teh first release candidate (RC). Usually they start counting from 1,
but they seem to take the more digital perspective this time ;)

It means that if they don't find any bugs in this release, it could in theory
become the final. Usually a few extra release candidates will follow the
first one until the Release To Manufacturing (RTM) can be authorized. And
then there may be some releases in between that havant had as much testing
as a RC usually gets. Those nowadays get the CTP, or Community Technology
Preview label.
