Harnessing Power Savings?

Is there a best practices document for C# coding or CLR usage to allow
all of the "green PC functions" to be used? For example, the old way I
used to do multithreaded stuff (wrapped spinlocks) I discovered does
not let the CPU(s) sleep.

I am not sure if I understand you completely.
What "green PC functions" are you referring? Do you have any official link
for them? As far as I know, this type of control is not exposed at the .Net
Framework level. Anyway, there is a Vista power-aware presentation in the
