FTP does not allow users to connect

My original goal would be to all VS2005 to connect to the website but Wondows
2003R2 64bit is not friendly with FrontPage extensions. So, FTP is the next
choice. The problem is that I set the FTP server up, select the directory and
open the firewall. The FTP server accepts the original connection but the
username and password is rejected. IIS Shows that the user is connected but
FTP indicates that you are not. The error is that the usename or password is
incorrect. I also get an error saying that the home folder is not accessable.
Any help?

If you connect via ftp.exe.. you get 530 error msgs?
post the ftp.exe output here.
for home directory is not accessible, check the user path and make sure the
ftp user has at least READ permission.
do you use any ftp user isolation feature? if yes, which mode?
you can also get filemon to help you trace - where and why the access is
denied.
