It's decimal, unless it begins , in which case it's hex. The numbers
refer to characters in the Unicode character set. See www.unicode.org,
and the list of scripts at http://www.unicode.org/charts/.

Yes.

No need.

Who knows? Who are they? (Hint: Write a descriptive Subject line, and then
start writing the message as if you didn't. It's bad style to imply the
heading in the copy text.)

Sense the question does not make.

I won't. Why would I?
It seems that you need to read a primer on HTML, but just in case the
primer(s) you read happened all have a section on character references torn
away, check

Anyone with half a brain 'knows'.

Jukka's almost right about this. It isn't just a matter of bad style:
it's a matter of whether the reader knows what he's talking about. At
least some, if not most, readers have already lost a grip of the subject
line by the time they start reading the message. It's in the writer's
own interest to begin the message at the beginning.

Have you got a point, or even half a point? In HTML, a notation beginning
with may or may not contain a number in hexadecimal notation.
