Re-activate License

If I need to uninstall then reinstall Office 2007 Home and Student from my
computer how can I reactivate the license.

Are you saying that automatic reactivation via the web failed?
If so, did you see a dialog indicating a phone activation option?
If so, use that. If not, call MS to find out what you options are.
