Is this a particular feature of the server? // as opposed to /?

I have accidentally typed extra /'s in a URL before and normally it
loads just fine.

However, I went to Michael's Web site (the arts and craft store) and
accidentally typed

http://www.michaels.com//art/online/home

Note the //. It resulted in a 404.

I can load one of my Web hosted sites as site_name.xxx//index.htm and
it loads.

What feature am I overlooking that allows a //? Is it just a matter of
rewriting all //'s to /'s?

Common rewrite practice hardly considers 'silly' multiple slashes:
replacing any slash in the_current_ rewriterules into /+ should do the tric.
(.htaccess might need a preceding /* on those)
