I would say that the difference in speed is not measurable. It depends
more on their Internet connection and the load (from other users using the
same ISP and same physical cable) at that specific moment.
The FTP server in Windows Server 2003 does not support SFTP. You can of
course force the user to log on, but the communication is not encrypted.
FTP over a VPN connection is an option :-)

A lot of the speed will depend on the overall speed of the conneciton.
FTP tolerates a lower speed (lower than 512 kbps) better than file sharing
does.
VPN will be more secure, given overall randomness with ISPs, I would go
with FTP before the file sharing option. (Or even WebDav (FrontPage server
extensions) for that matter.
