Drag-n-Drop To Icon/Shortcut to Initiate A Task

Just wondering what it would take to model the following functonality
available in Windows.

If we drop a Word document onto a printer, the document will print. If you
don't know what that means, then, more specifically... Start | Settings |
Printers and Faxes (to open the Printers and Faxes dialog). Then fire up
Windows Explorer and navigate to a folder that contains a Word document.
Click and drag that Word document onto a printer icon in the Printers and
Faxes dialog. Word will open and the document will be printed without any
prompting.

I would like to create a utility that copies newer files from a folder to a
backup location. What I'd like to be able to do is open Windows Explorer and
drag-n-drop a folder (directory) onto an icon that represents by backup
utility. The utility would then do its thing - comparing file dates and
copying files to the backup location. At the end of the day I want to be
able to drag any arbitrary folder and drop it onto an icon representing the
utility - which then processes the dropped folder.

Ideas?

Thanks!
