Service Unavailable Configuring Server Extension

I am trying to configure the Server Extenion 2002 for a website and I got an
error message "Service Unavailable". When I did try to configure, it tried to
connect to
http://x.x.x.x:4377/fpadmdll.dll?page=newsrvr.htm&port=/LM/W 3SVC/2040166830&frport=MyWebSite with the message displpayed.
I am configuring this so I can use Frontpage 2003 to manage my website
through http
Help is much appreciated.

Please report the Event Log entry corresponding to the request that
results in "Service Unavailable". The text as well as the error/data
number will help identify what is wrong and how to fix.

Where can I find these error entries? I looked at the event logs application
and system there are no entries there.
