Why does Apache have to be built?

Sorry for the ignorant question, but why does Apache have to be built
when doing an installation? Why can't I just download an installation
file? I don't have the C++ complier which is going to be problematic.

You might be better off downloading a precompiled set of
Apache, MySQL and PHP for Windows, commonly named WAMP.
