That totals 39.5 million, leaving 4.5 million who possibly need insurance

surplus, due, in part, to the "Peace Dividend" and higher taxes.

The thing about taxes is the effect on the government and individuals is
immediate, the effect on the economy takes a bit to latch in. When taxes are
raised, for instance, the government gets more money almost immediately. It
takes time for individuals and corporations to re-adjust their tax strategy
to account for the changes. In a year, or two, or three, these individual
decisions, in the aggregate, have a profound effect on the economy.

In the early days of the Clinton administration, a "luxury tax" was imposed
on the rich. As an example, a 50% tax on yachts was imposed. The government
collected bags of money on the sale of yachts - but only those yachts in the
building/purchasing pipeline. Within a year, the American yacht-building
business was out of business, putting some 2000 people out of work. The rich
simply starting buying their boats in the Bahamas.

The luxury tax was repealed.

Actually, it was the combined efforts of Republicans, Clinton, and an
over heated economy that helped produce those budget surpluses.
Republicans controlled both Houses the last six years of Clinton's
presidency. It is the House of Reps that technically control the purse
strings of the USA. The Republicans even allowed the federal government
to shutdown twice over budget battles. Republicans pushed through
the "Personal Responsibility and Work Opportunity Reconciliation Act of 1996"
(Welfare Reform Act) which Clinton signed, and which upset many Democrats.
Fiscally speaking, Clinton was the last Republican to be President... so the joke goes.

Unfortunately, since President Bush has been in office, Congress has abdicated
its role of checks and balances.... particularly, the once fiscally conservative
Republicans that once were more than happy to go toe toe with Clinton,
they simply rolled over for Bush. Of course, the Democrats could have shown
much more backbone... on several issues. The Democrats took the time
to filibuster some federal judge appointment, but run away from budgetary
battles and issues of war. Since the Democrats regained the House and Senate,
it all still looks the same to me.

There are several reasons for the rise in oil prices. Of course, one
of those is the uncertainty about that the war in Iraq and a broader
concern about terrorism. There is probably a "fear factor" of at least
25% included in the price of oil. However, a lot of the rise has to do
with the booming economies of China and India. OPEC and Russia
maintaining much better discipline at production controls, too.

The fall of the US dollar is really over-hyped. But, it has certainly
been an enormous boon to US exports, which have been setting
record after record, month after month. This has started to worry
many in Europe, especially, manufacturers in Germany. Not to mention,
it has been great for the US tourism industry. More foreign tourists
coming here and more US citizens staying home and spending their
money here.... the fall of the US dollar has not made the UK's or France's
tourism industry very happy. It's also not made a lot of friends in
Canada, unless you're a Canadian coming across the border to shop.
Since the price of oil is traded in US dollars, much of the world should
be happy their currencies have gone up against the dollar.

There are definitely good and bad things about rising/falling currency values.
No one size fits all.

Let's see. We started the conversation regarding grunts in Viet Nam and us
decent folk wanting liberals back for the next war. You morphed this to
another Kool-Aid topic: lack of health care (43 million Americans without
health care) and threw in the moan about how long it would take to retire
the debt. Each of these was refuted by iron-clad logic and impeccable facts.

Now you assert:

1. I don't know what I'm talking about.
2. OBL is tickled over our presence in Iraq.
3. Chavez is please with the current oil price, as is Iran.

1. I DO know what I'm talking about inasmuch as I reached these positions by
carefully weighing the facts instead of relying on what feels good.

2. I have no knowledge of OBL's feelings toward our presence in Iraq. I'm
pretty sure he didn't like us being in Afghanistan.

3. What's Chavez and Iran got to do with anything? Here's a flash: Oil is a
commodity. It is subject to the laws of supply and demand. Supply is up, but
demand is up more. Price follows the difference between the two.

Wasn't Clinton. People being held without charges, sometimes for years,
since the founding of the country. What you overlook is that not all people
who are confined are criminals. Examples:

* Civil contempt of court. Don't pay your child support? You can be held in
jail forever. Refuse to testify before a grand jury? You can be held until
the grand jury's term expires.
* Carriers of contagious diseases.
* Juveniles who, by law, cannot be treated as "criminals."
* Illegal aliens.
* The insane.

Citizenship, moreover, is no 'get out of jail free' card.

During WW2, some 3 million German and Italian POWs were held in camps in the
US (we had 133 POW camps in my state alone). Of these, more than a few held
US citizenship as, for example, children of US citizens. Not a single one
was entitled to a lawer or judicial proceedings.

Point is, there are many classes of people who can be held against their
will without ever being "charged" with a crime or access to legal
representation. Since they are not "criminals," they do not get the 4th,
5th, and 6th Amendment protections afforded to the criminal class (i.e., "In
all criminal proceedings, the accused shall enjoy the right to a speedy
trial...").

One of the groups consists of unlawful enemy combatants.

Well, you are lecturing Alias on cause and effect and missing the very
same thing yourself.

First however consider :-

The records show that far fewer republicans have kids in any war than
democrats, this is partly due to "College / educational" concessions and
partly due to the simple fact that being able to afford to pay for
"Favorable" medical opinions and legal opinions can avoid military
service for the chosen ones.

1. You reached your position by carefully weighing what you personally
believe to be facts, apparently many of them little more than political
propaganda. It is impossible for any logical reasoning to reach the
conclusions you state. It is as logical as stating "Nothing could have
happened by accident therefore God did it" and extrapolating that
"Assumption" to mean that your personal caricature of "God" is the
correct and only possible one.

2. Declaring Iraq an enemy state for the purpose of removing Saddam
Hussein was the best publicity deal Osama bin Laden could have been
gifted. It increased recruiting and at the same time drained the US of
funds in a way that Osama could only have dreamed of. Do you really
believe that this fanatical little cave dweller could have killed of
injured tens of thousands of highly trained and dedicated US soldiers
when he couldn't even hold ground in Afghanistan he already occupied,
with the backing of the then Government?

You are joking right when you threaten the public that if not for Iraq
the terrorists would be here?

3. Prices in general have increased during the Bush administration far
faster then pay. Many things have doubled in price, I know of nobody
seeing that effect in their salary. The costs of the fictitious "Global
War on Terror" have placed the finances of the United States in the hand
of foreign and possibly future enemy Governments. Amazingly enough
though some people are making more profits guess who that might be? The
special interest contractors, all with contacts in the Administration
and all those profits associated directly with maintaining the so called
War on Terror. The nation pays taxes and in a totally cynical grab the
Administration takes those taxes in the name of protecting society hands
then out to private contractors in unbid contracts to perform various
functions that were never necessary. This is "Protection Money" in teh
classic sense of the word, it is merely obscured by several layers of
incompetence.

Anyway this is hardly the right place to discuss this, no animosity
involved but perhaps a political newsgroup would be better, clearly
though I don't think we are going to agree on much, if anyone cares to
suggest a better forum I'd be happy to consider it.
