He would be. The guy's name is Mike Corley and he's been flooding usenet
with his delusions for over ten years.
The best advice is to create a well-defined filter ot two, if you can,
and ignore anything else that gets through. Eventually, he will move on
to other groups.

Filter him out and be done with it.
