Security goes away when someone refreshes the Front End

Help!!! This is driving me nuts!
We have created a DB for a company. We split the DB. Everything seems
to work well except for this one thing.
Every time we refresh the front end of a user, the security file
looses all security that was set. Each user has a desktop shortcut
that they access their front end from. The front end points to the
back end that resides on a computer. The security file is there as
well.
We have had to redo the security at least 20 times and I know there
must be something small that we are missing.
Can anyone please make suggestions?

msaccess.exe frontend.mdb /wrkgrp some.mdw

It sounds like you might have missed one or more steps in the securing
process. You need to follow every step in the FAQ (link on my web site) in
the order stated, omitting nothing, no matter how unimportant it might seem.
There's also a step-by-step example on my web site which might help.
