In IIS ver 5 am getting Red Error blob with the above: Message in Event Viewer:

Are there any other window programs that are setup to use port 80? I
have seen this happen in the past if another program has been
installed on the IIS Server, like Window Media Server Web Interface,
that runs on port 80 as well. So when the machine was rebooted IIS
would not start. Look to see if any other program is set to run on
port 80 on the server.

This usually means that the website binds to an ip address and port
combination that is already in use by another website or other application.
Please check the bindings and make sure nothing else uses it (also check
secure bindings).
