Any one have any idea where I ca get a documentation system like the
one php.net uses?
Have a list (and sub lists) of topics, display details about a topic,
and allow users to BLOG that item at the bottom.

Use a closed wiki, ex. dokuwiki, and a comments/reply plugin.
I'm using dokuwiki at work, but haven't tryed any comment plugin, but
they exists.
