Is flock hardware or software based?

The website I am building uses flock in many places to lock files. In
the future this site will be running on multiple linux servers and a
shared drive (probably Red Hat on IBM or Dell Blade servers). The
question I have is, is flock handled on the hard drive with flags, or
is it all contained in memory / temporary files by the OS? WOuld
server B know that Server A had "flocked" a file?
