overriding a reject rule in the access list

I've added a bunch of reject rules to my access file for certain
domains which I know I receive only spam from like:
spamer.domain.name REJECT
But I have certain users that feel for their own reasons that they
would like to see every spam. I tried adding entries in the access
file like:
To:user@domain.name OK
However, the reject rule takes precedence no matter what. Is there
any way I can change this? I really need to surgically accept spam
for certain users where globally it is rejected.

Check cf/README for the "Delay all checks" section and the FEATURE
delay_checks, specifically the arguments you can pass.
