Thanks for the hint. About SuSE Linux: There is a shell script
/sbin/conf.d/SuSEconfig.sendmail which generates this dynamic configuration.
It includes the file /usr/share/sendmail/m4/cf.m4 so I just had to add a
line

# 12/31/2007 manually added
FEATURE(`delay_checks')dnl

at the end there. After

rcsendmail stop
SuSEconfig --module sendmail
rcsendmail start

the MTA is working as expected i.e. it first allows successful SMTP
authentification before the DNSRBL check follows.
