If you have an existing file:
File > Import > FileType: Excel

Or just create a new file:
File > Open File > FileType: Excel

If you have an existing table (because you've done it before or you
create a table and the desired fields manually). then you can just
import and you will have a chance to map the fields from the spreadsheet
to your data table as you go.

If you don't already have a table, then it will be easiest to add a row
at the top of your spreadsheet and type in your desired field names.
Save it. Then from FileMaker, go to File > Open, select Excel as the
file type, and point to your excel file, wherever it is. You will see
an option to ignore the first row because it includes only field names.
When you do this, FileMaker will create a new table with the field
names from the first xls row and then it will import the data.
