I think you should check here for existing user groups near you.

If there is nothing near enough, you can start your group and submit it
here to benefit from the exposure that the PHPClasses site provide the
user groups of each country when the users of the same country login in
the site:

The list on phpclasses is hopelessly out of date. www.php.net shows
user group events, but I don't find it very organized for locating a
group in your area.

www.meetup.com (which I have no relation with) shows some software
related groups in Langley, but nothing with PHP.

Those might be places to start.
