Access Desktop shortcut times out.

I need help in figuring out why a shortcut on a desktop to an access
database times out and never opens. This occurs on one computer and
not the rest..
I am able to open MSaccess and then the database from a peer to peer
network share on the same computer.
Using a shortcut doesn't work. In the properties of the shortcut on
the desktop I can test to see if it finds the correct network share
and file, which it does. In the Event viewer I see no logs files
under application, security, system, etc.. that points to a problem.
I have never played with OBDC or .net framework so I have no idea how
much those items affect access. I just know I never had to play with
them before.
How do you find out where the problem lies..

Standard Right click.. new shortcut... find the file on a network
share.. place it on the desktop.

Set up a full proper shortcut calling msaccess.exe on your machine and
opening the database on the remote drive.
