IWP Problem: User password "has expired" though logging on for first

I have a solution hosted on FMSA v8. In Accounts & Privileges, I
select the option "User must change password on next login" for each
user and assign my own temporary password.

When the user attempts to login for the first time, they get an error
message that says "Password has expired" and then no way to login in
or change the password.

What am I missing?

Your missing the fact that it is impossible to change the password via
IWP.
