module/sharware/freeware for doing structured search of Access databasetable

I am doing volunteer work with a human services referral agency. The
want me to build a database of referral data - other agencies, sources
of information, etc. Ideally it would be a structured search searching
different fields of the database, like cities served, predefined
keywords, etc.

Obviously I could build this. Using a Query by form type approach.

but I am also thinking about the database portion. If there is a field
in each entry for cities served, with possibly multiple entries and
similar for keywords, and the search might allow multiple criteria such
as an "or" condition in keywords, that would take a bit of work.

So if someone has done this before or knows of a
module/sharware/freeware for this or someone's access code, I would be
interested.
