A problem to grab data through JDBC and PHP

Dear Everyone,
I am using JDBC to connect from WinXP system to LinUX with MySQL database.
We use PHP webpage to locate the time and date of the data we want. And then
grab the data through a MatLab program.
Now there is a problem, no matter what time we specific through the PHP, the
data I got from the program are always the same ,which should be different
at any time.
So, could you please help me find what's the problem? what is the possible
reasons? how to solve this problem?
