It depends how you want to use it. You can use the mysql command line
tool on the Fedora machine or another machine that has network access to
it. You can use the C library interface routines under the same
circumstances too. You may need to use ODBC or .NET connectors to hook
the database into certain programming environments though. Most (all?)
of the options are covered in the user manual.
