How do I fix my Index Page?

I would very much appreciate any help on this.

My web pages show links and appropriate navigation buttons to each other
except to the index page. Hyperlinks show the index page with nothing linked
to it. Index page will not display navigation buttons. How do I fix this
problem?

Is the index page the Home page for the web site?
Does navigation view use the index page as the home page, or does it use
a different page?
