delay_checks clarification

delay_checks clarification

I have read the section of delay_checks of cf/README and searched the
group, but still don't quite understand how it should work. I have
delay_checks defined and this in access map:

From:domain1.com REJECT
To:domain2.com RELAY

I thought mail from domain1.com to domain2.com should get through, if
check_rcpt is done first, but when I tested it, the result is
different, mail from domain1.com to domain2.com gets rejected, so my
question is: does the check_mail negates the result check_rcpt ?
And when a mail comes in, will it be checked against all the rules in
the access map or will it return as soon as it hits one of the rule?
If all the check_* still need to be done but just in different order,
then the delay_checks really shouldn't affect whether a mail should be
accepted or rejected, correct?
