WebDAV and Virtual Directory Write Privileges

What are the different ways to write to a virtual directory that has
write privileges enabled? I understand your client software must
support HTTP 1.1 and the PUT functionality. Does WebDav also have to
be enabled on the server? It seems I am unable to write to a virtual
directory from IE7 unless I have WebDav enabled on the server.
