Layout question

Hi to all,
do you think it is possible to realize this layout?
Frontpage:

Questions:
Is it possible to center all items horizontally and vertically for all
screen resolutions
The bar should be the background image
If yes is there any chance to scale the vertical bar f.e with blue at
the upper and lower end so that it is fitting with larger and smaller
resolutions? I am afraid there is no chance.
All other pages should get this layout

Not quite sure exactly what layout, but v & h centering is kinda hairy.
However, with the stated background, check out:

Opera has probs smoothly rendering. I think there's a css fix, but I
don't know it. FF and IE seem to have perpetual scrollbar problems;
hopefully they'll get off their asses someday and fix them, but astute
javascript can alleviate the situation. Surprisingly, Safari appears to
work like a champ.

Perhaps OP does not know how to reduce it in size and is puzzled why it
looks so big on screen or why it is so big in file size after some
effort to compress it. If that is what is bothering OP, it is simply too
big in width and height for any web use and easily reduced in pixel
width and height in any image software.

I don't know,
there is no problem when viewing the image offline
with the same browser

I found the reason .... The FTP Client was in Ascii mode ... Do not know
why, normally its in Automatic mode. But the 3 from 4 images are ok one
was corrupted. So I did not think about the upload mode.

Looks good as a first step .... but my first answer which I got here in
the forum was: you are misusing tables ;-)

The solution should be without javascript.

It might not be so hairy if it had a complete and valid doctype.

If you want to use a table to center a splash page, and not use them
elsewhere on the site except for tabular data, I won't tell. :-)

Quite possible. I just found the OQ (-original query) a bit vague. But I
suppose "in time all things will be answered" unless that's just another
delusion to keep us from getting too close to reality or an impatient
teacher.

Ze page was derived from a similar effort without the background wherein
ie6 would screw up unless in quirks mode.
