how to use php to control webform? (computer identification)

I want to write a php script to control webform for account
application. I want to control such that one computer can only apply
once. So I guess my question is how to uniquely identify a computer
on the internet? Hopefully something can look beyond MAC address.
Any pointers greatly appreciated.

Client certificate can identify a user, especially if used with a
hardware token.
