What"s the difference between IIS and IIS Manager?

Hi
I am trying to install software that requires things to be done in IIS
Service Manager, but I don't have it on my PC. Instead, I have plain
IIS. What is the difference?
I am trying to follow the procedure outlined here:
http://ods.dyndns.org/FlexWiki/default.aspx/OdsWiki/Installi ngFlexWikiDetailed.html
(step 1).

Not sure what you mean - IIS consists of the actual service(s) while the IIS
Manager is the GUI that allows you to modify the IIS service(s) and
associated bits.

One has Internet Information Services at the top.
The other has Internet Information Services Manager.
