Is frontpage the best program for an amateur? And which one is the latest
version?

The latest version is called Expression web. See

And yes, it is suited for professionals also. Maybe it's best for an amateur
to start with a free environment like NVU (http://www.nvu.com/) to do the
very first steps but Expression web will do things just fine!

Frontpage 2003 is the latest and last version of Frontpage.

FrontPage isn't being developed any longer and many web hosts are dropping
support for FrontPage Server Extensions. Even though Expression Web is
targeted to the professional web designer, it is suitable for an amateur too
in that it provides many website templates, and preset CSS page layouts, and
the program generates standards-based good markup and CSS for you when you
use features that are very intuitive such as formatting buttons in the
toolbar and property dialog boxes.

Plus, you can get it at the upgrade price of $99 if you own Office, or
FrontPage, or other web authoring apps. If you buy it now, you'll get version
2 for free when it is released next month.
